Asst. Commissioner

General
In compliance with circular No 6. I have the honor to report the condition of the Freedmen of this Division as prospering or at least as appearing so, they have steady employment at fair wages. but as election approaches, the employers begin to make threats especially to mechanics that they will not employ them, but no harm can come from that, for more laborers are wanted in this County than are here at present.

Generly speaking they are orderly, well behaved sober and industerous, I have not seen a colored man so far intoxicated that he could not take care of himself -

There has been two cases of murder among them during the month, one where a mother murdered her child, she is now in jail waiting the action of the Grand jury = the other was when a woman was robed and injured so she died. a report with all the circumstances are to be forwarded by J. D. Hawkins Esquire- who held the inquest- to Gov. Wells-the parties are at large- they were three of them all colored-

Respectfully Your Obt Sert
