General
In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th/66 I have the honor to report that more feeling exits since the late turn of affairs at Washington on the part of the rebel parties of this Division to the Freedmen than has been exhibited for months.

The Freedmen are all quietly engaged in labor and as a class are prosperous. 

The courts of the counties are not such as will deal justly with the White loyalist or the colored man and should be replaced by loyal persons who and and will do their duty fairly. The schools are prosperous though not as fully attended as in preceding months.
 
Many cases of Freedmen have been settled during the past month and some put into  court for settlement. Those that pay the most promptly get good help and I believe the Freedmen have advanced in learning to labor greatly since the end of the war
