In compliance with Circular No 6 Head Quarters Asst Comr Dist of Virginia, Richmond Va January 29" 1866 I have the honor to transmit the following report for the month of May 1868.

Since entering upon my duties in this county on the first of the month I have become pretty well acquainted with the people who I find just as bitter and rebelious toward the government as they possibly could have been at anytime during the rebellion, many of the land holders threaten to drive the colored people off their lands for voting their sentiments- every attempt that can be will be made to intimidate them. The "Bourbons" of this county who for the last century have monopolized place and power and finally
