In compliance with instructions contained in Cir. No. "6" dated Hd. Qrs. Asst. Com. State of Virginia, Richmond January 29th 1866, I have the honor to report.

That the feeling existing between the Whites and Blacks in the counties of Richmond & Westmoreland is daily becoming more hostile. Almost all the land holders threaten the Freedmen with exclusion from their lands next year,if they see fit to vote at the coming election except as they (the landholders) may dictate. Efforts are also made to keep them from the Polls, by telling them that if the new constitution is adopted, they will be required to pay all the Tax upon the lands out of this years
