Lieutenant;

In compliance with the provisions of Cir No 6, Bu R F & A L Hd Ars. A.C. Richmond, Va, Jany 27th 1866, I have the honor to submit the following report with reference to the condition of Bureau Affairs in this Division. 

I hear no general complaint with reference to labour either upon the part of the employer or employé.  The feeling between the whites and colored seems more friendly.

A mass Convention held at Ashland, on Saturday, the 20th inst, by the Republicans of Hanover, resulted in the nomination of Gen'l Wm. C Wickham and myself as candidates for the Legislature.  The action of the Convention was controlled by the
