General:
I have the honor to report that the condition of freedmen of this Division is, on the whole unchanged since the previous report. Everything seems to be at a standstill; nobody expects to do more than make a fare living; subsistence is the question of the day. 
There is peace and quiet everywhere; and aside from a certain friction resulting from the close relations of prejudiced classes, there is pleasantness in social relations. The cause of temperance is quiet. I am general
