General: 
I have the honor to report that the condition of freedmen of this division is not greatly changed since my last report. 

Little is now doing: business is dull; oystering is over; fishing affords a scanty living to many; profit to none. There is no progress nor hope of any till the affairs of the state are settled. 

There is no activity at present in the temperance movement; and, I think, no increase in intemperance
