In compliance with Circular No. 6, Series of 1866. Hd Qrs. Asst. Comr. State of Va. I have the honor to report that there is no material change for the worse in the condition of Bureau Affairs in my Division. The work of elevating the Freedmen to the dignity and purity of Freemen is moving steadily along with that to cheer and encourage the hope, strengthen the belief, and prove the assurance that every effort in that direction will be crowned with success.

So very consequential difficulties between the Whites and Blacks have arisen during the month, and but little been done by the adult Blacks but honest, faithful, hard work.
