I have the honor to make the following report for the month of June 1868 in compliance with Circular No 6 dated Hd Qrs Asst Comm'r Bureau RF and A.L. State of Virginia Richmond Va January 29th 1866

The feeing existing between the whites and blacks in my division is still very bad, there seems to exist a strong predjudice between the the two classes which causes a feeling between them of a very unfriendly character. the blacks as a general thing are willing to be governed by justice and moderation in all of their transactions while many of the whites use every mean to defraud them in payment for their labor. it is owing in a great measure to the ignorance of the blacks that causes the whites to take such undue advantage of them - while only
