a small portion of the intelligent class of whites are willing that the blacks should be educated the majority of the whites are opposed to their instruction or advancement and use every effort by threats and intimidations to deter those who are willing from teaching them, the blacks are not only willing but are eagerly disposed to acquire knowledge and [[strikethrough]] thereby [[/strikethrough]] offer every encouragement in the way of application and study to those who are willing to, teach them. until a system of public free schools can be established and the poor whites as well as the blacks be educated I fear this condition of affairs will not be any wise abated. I am convinced that the blacks would receive very little justice either in the Courts or privately were it not for the protection afforded them by the Bureau
