General:
I have the honor to report for June 1868, in compliance with Circular No. 6 dated B.R.F. & A.L. Head Quarters Asst. Comr. State Va., Richmond Va., January 29th 1866, as follows:

A very extensive impression prevails in the minds of the whites, that the system adopted by Congress for the re-construction of Virginia is a ruinous one and clogs the general prosperity which, after a time will overwhelm the State from one end to the other in ruin.
