General:

In compliance with Cir. No. 6, from Hd. Qrs. Asst. Comr. of Va. of Jany. 29th 1866 I have the honor to report that the condition of Bureau affairs in this Divn. remains generally favorable.  One case of shooting a freedmen by a white man occurred during the past month of which I made a special report.

Political feeling among the whites runs high but has not culminated in any outrages thus far.  There are more criminal cases among the whites than among the freedmen in proportion to numbers.

Not much progress is made in the cause of total abstinence
