General
I have the honor to report in compliance with circular No 6. Hd. Qrs. Asst Comr dated Richmond Va. January 29th 1866. the Condition of Bureau affairs in my Division for the month of June 1868. I find that there is a stronger feeling of distrust on the part of the colored people toward the white then has heretofore existed though as yet nothing serious has resulted from it. The freedpeople are still going on into their contracts, but are feeling rather apprehensive that they are to be deprived of their rights somehow. This has arisen from the fact the white are very active in political matters & the speeches made by their canvassers has been calculated to bring about this state of feeling among the colored people of distrust. It has been reported to me that it is the mention of some of the farmers to discharge their employees if they do not vote with them. This rumor also has caused not a little uneasiness among the colored laborers When such rumors are reported to me, I have discouraged the idea of such rumors becoming true as reports of the same character were out at the last election yes no cases of discharge were reported to me. Except for the causes above alluded to I think the people would very quite, but the excitement
over
