I have the honor to report in compliance with Circular No.6. dated Hd. Qrs.  Asst. Com'r Richmond Va. January 29th 1866, The following:
There is nothing of interest to embrace in this report, it is but a repetition of former ones; The feeling of the whites towards blacks is still unfriendly and depressive and will continue to be so until the Civil Officers of the County are removed and those placed in their positions who will take cognizance of all acts of cruelty and injustice without having to be forced to do it by a Bureau Agent.
