General:

In compliance with instructions contained in Cir No 6. dated Hd. Qrs Asst. Comr. Bureau R.F. & A.L. Richmond, Va. Jany 29th 1866.  I have the honor to report that the state of public feeling has not materially changed since my last report.  Threats of discharge to Freedmen employed if they do not act with the whites are frequent.  I have at all proper times stated the rights which under the law they possess of free opinion and am gratified to be able to report that this encouragement has not failed to strengthen the Union men. -  It is probable that many are today timid and in fear yet I am satisfied that a proper organization under the direction of efficient men would develop courage and independence among them.  The right men are here and I have advised them
