Caesar Griffen imprisoned for the shooting of Mr. Brokenborough has been released on $230 bail. 

The Rebels exult in the fact that John Burns has not yet been pardoned altho' so recommended by myself the Military Commissioner and Bt Maj Genl. O. Wilcox. It should be done at once.

Business during the month for the Freedman has been very heavy  very many applicants have had their complaints attended to.

Affairs since the arrival of the troops are gradually improving and the fact that Negroes are U.S. Citizens and have rights in the law is becoming slowly disseminated amongst certain whites who were unwilling heretofore to admit or acknowledge it -
