General:

In compliance with instructions contained in Cir. No. 6. series of 1866, H'd Q'rs Asst. Com'r Va.  I have the honor to make the following report of the condition of Bureau affairs in this Division, during the month of June 1868.

The material or pecuniary condition of the Freedpeople of this Division, although this section of the State is as wealthy as any, is still very deplorable. Owing to the improvident habits of the freedmen the corn and meat made last year was, as a general thing, consumed early in the spring; and, as a consequence, they have been obliged, since then, to buy and borrow all they have to eat, -& at ruinous prices. Many, whose reputation for paying their debts is not good, or whose prospect of raising much this year is poor,
