General,
I have the honor to report pursuant to Cir No 6 Series 1866 from H'd Qrs Ass' Com Dist of Va that the condition of Bureau Affairs in this Division remains as at last report, quite good, although not as satisfactory as might be desired owning to the disturbed and unsettled condition of the people in political affairs. The legislation of Congress with a view to the continuance of the Bureau has operated to quiet, to a great extent, the apprehension felt by the Freedmen at the possibility of its withdrawal before the reconstruction of the State should be thoroughly accomplished.

Considerable destitution still exists rendering it impossible to make any great diminution in the number of Rations issued which is 3100 against 3600 for the preceeding month. The Sanitary Condition of the Division considering the Extreme heat that has prevailed has been good, the only considerable increase
