General,

In compliance with circular No 6 Series 1866 from Hd. Qrs. Assistant Commissioner State of Virginia, I have the Honor to make the following report on the condition of Bureau affairs in this division, Comprising the Counties of Prince Edward and Charlotte: The condition of the Colored people in those Counties at the present time is anything but prosperous, more particularly in Charlotte, the employers in that County are acting very unjust with the colored people on account of their political principles, they threaten to turn them away and let them Starve before they will give them anything to do if they the (Cold. men) vote against the instructions and wishes of the whites, and in Some instances they have alredy put their threats into execution which made it necessary for me to ask permission to move my office to Charlotte C.H. The colored people try hard to live by their honest labor, and I dont hesitate to Say that they would Succeed if they are fairly dealt with in all their transactions with the whites but instead giving them justice and paying them for their work
