General,

I have the honor to make the following report of the condition of Bureau Affairs, in the Division, during the month of July 1868, in compliance with instructions contained in Cir. No 6. series of 1866, Hd. Qrs. Asst. Comr. Va.

The condition of the Freedpeople of the Division continues much the same as reported last month. Their habit of working only a part of the time, and in a listless manner when they do pretend to work, is producing its legitimate results - i.e. - poor crops; and poor crops produce want and poverty. As to the causes, the question very naturally arises how much is the fault of the Freedmen and how much is due to the uncertainty of their receiving their pay. The latter cause, undoubtedly, has much to do with it; for one thing is certain, labor cannot be industrious and reliable when the pay is poor and uncertain.
