In times of prosperity there are a sufficient number in every community, who will not pay a debt if they can help it; to this large class we must now add a still larger; those who, when times are hard, would rather defraud some one else than want for money themselves. These two classes seem to be in full operation at the present time.

Poverty also leads to worse crimes, stealing etc. and I must report that cases of petit larceny are on the increase. Much trouble also arises between the White & colored from the prejudices caused by the different political views of the two parties. This has been especially noticeable since the canvassing commenced for the election which was supposed would take place on the 14 of August. As there is a prospect that this will be postponed I am in hopes that the excitement will subside; and perhaps the lapse of time before the election will produce the same effect amount the "conservatives" upon the question of the "vice of "negro suffrage" as is described in the oft quoted lines, "Vice is a monster etc." "but seen to oft etc" i.e. they would first endure, then duty, then embrace."
