In compliance with Circular No. 6 Series 1866, Bureau of R.F. & A.L, Head Quarters Asst. Comr. State of Va, I have the honor to report that, there is no perceptible change in public sentiment, on the part of the major portion of the white people toward the Government, the Bureau or the colored people since my report of June 30" 1868.

The wheat harvest, in this Division, having been unusually large, in yield as well as in acres, the colored people have received good prices for their labor through a long harvest ranging from $2 to $3 per day according to efficiency
