General:

I have the honor (in accordance with Cir. No 6. Series 1866) to report, that the  conditions of "Bureau Affairs" is not as satisfactory as I could desire; owing to the scarcity of provisions, and the bad state of feeling in the County.

There is much want among the poor and indigent; both white and colored, and I have been called on repeatedly for assistance.

A continued drought prevails - which must certainly shorten the crops of this season, especially the corn crop.

The freedmen are generally employed, being more thrifty and self-sustaining; and are less addicted to habits of vice and indolence.

The "State of feeling" is very bad, worse than at any time since I have been here: There are comparatively a very few loyal whites in this County - and the whites (the majority of them) are all esc. rebels, with their love for the "lost Cause" all aglow.
