I have honor to make the following Monthly Report for the Month of July 1868, in Compliance with Circular No. 6" Bureau R.F and A.L. H'd Qrs. Asst. Comr. Dist. of Virginia Richmond Va. January 19th 1866 of the Condition of Bureau affairs the state of feeling existing between the Whites and the Freedmen and other facts connected with the welfare of the Freedmen in the 3d Division 1st Sub Dist. of Virginia, consisting of the Counties of Nansemond and Isle of Wight Va.
The Condition of Bureau affairs in the Division is good, there is sufficient labor for
