I have the honor to make the following report for the month of July 1868 in compliance with Circular No 6 dated Hd. Qrs. Asst Com. Bureau Ref. F & A L State of Virginia Richmond Va Jan 29th 1868.

The feeling existing between the whites and the blacks continues about the same as when last months report was forwarded. I have no important change of consequence to report, except what my observation shows me as growing out of the nominations for President and Vice President, made by the Democratic Convention. These nominations give the people here more heart and hope in their opposition to all measure of the government relative to reconstruction. In them they find a sympathetic expression from the people of the north who sympathized with them during the war and who supported and do support them in their opposition to the government and the party in power. Of course the opposition of whites to the supporters of the government is principally shown towards the colored man who comprizes the larger proportion of the local element in this Dist. & community, and there seems to be a systematic endeavor on
