General,
I have the honor to report in compliance with Circular No 6 H'd Q'rs Asst Comm'r State of V'a dated Richmond V'a Jan'y 29th 1866. The condition of Bureau affairs in my District for the month of July 1868.
The condition of affairs does not seem to have changed much from last month though I can see a feeling of uneasiness exists among the freedmen owing to the attitude of the press & conservative party tward them in this county because of their preferences for the Republican party & the "Loyal League"
In order to show the sentiment here existing tward the blacks particularly I append an editorial from the "Culpeper Observer" of date July 10th 1868 which reflects the sentiments of the majority of the white population here tward the blacks - 
The recomendations therein contained however have not been carried out thus far though the conservatives have held public meetings since its publication, the reasons for not doing so, are no doubt, "that it would not be policy"
