In compliance with Circular No. 6 Bureau of R.F.& A.L. Head Quarters Asst. Commr. State of Va. dated January 29th 1866. I have the honor to report that the feeling existing between the whites and blacks is not good.  There has been considerable trouble about collecting the wages due Freedmen, in several cases it has been necessary to bring suit before a settlement could be effected.

There is but little intemperance among the Freedmen of my Division
