General:
In compliance with circular No. 6, dated Hd. Qrs. Asst Comr. Bureau R.F.&.A.L. Richmond, Va Jany Jany 29th 1866. I have the honor to report that the public feeling in my Division is unchanged- I having nothing to report in addition to what I have already said to you-I have informed the people of the nature of existing orders in relation to their rights and have also, in obedience to your instructions, advised them of their political duties - The opposition to Union principles and Union men is very great. I attribute much of it to the effect of the talk of the leading Conservatives which is most intemperate - There are no Freedmen unemployed, who are able to work.
