General:
I have the honor to make the following report in compliance with Circular No. 6, dated Hd. Qrs. Asst. Com'r., Dist. of Va.,Richmond Va., January 29 1866,: 

The feeling of the whites towards the colored is still very unfriendly, and it never can be otherwise until a change has been made in the County Offices and County Courts. I have been here two years and a half and during that time not one white man has been presented before the Court for any act of injustice done a colored man, although I have in person brought such cases to the Commonwealth Attorney; in one or two cases the Court has taken notices of it and that is all; they have never fined or punished a white man yet.
