In compliance with the requirements of Circular No. 6 dated Head Quarters Ass't Commissioner Dist of Virginia Richmond Va January 29" 1866 I have the honor herewith to transmit my report for the month ending this day.

I find since my last report that the right thinking portion of the people of my district seem more disposed to do justice to the colored people. Old predjudices seem to be wearing away. The only thing that is wanting in order to cultivate a good state of feeling would be, if possible, to prevent these unrepentant rebels from making their incendiary speeches urging the white not to employ the colored people but to drive them from their lands and for no cause except that they choose to vote their sentimentally. [[strikethrough]] There [[/strikethrough]] There has been considerable litigation during the past month between the white and colored arising from defective contracts both written and verbal I have succeeded in many instances in effecting compromises without recourse
