In obedience to Circular No 6. Series 1866. I have the honor to report for First Division that the condition of Bureau Affairs remains about the same as at my last report.
Heretofore as the date of the expiration of the Bureau was approached, considerable interest in the subject was manifested by all parties, but the intention of Congress to continue it in force until the State became reconstructed and represented in Congress, being evident, few seemed to realize that it ended in July, unless continued.
The social condition of the freedmen is constantly, though slowly improving; it still
