Bureau R. F. and A. Lands.
Head Qrs. 6th Div. 5th Sub Dist Va.
Mathews Ct. Ho. Va. July 31. 1868

S.C. Armstrong
Sub. Asst. Comr 5th Sub Dist. Va.

Sir
In compliance with Cir. No. 6 Series /66 Headqurs Asst. Comr. State of Va. I have the honor to submit the following report of Condition of Bureau Affairs in this Division for the Month ending July 31, 1868

The freedpeople throughout the Counties of Gloucester and Mathews are now generally engaged in working the growing Corn. having harvested the crops of wheat and bats[[?]] early in the month. From all indications the Crops will average less than two thirds, Corn, the main staple appearing especially deficient in growth and promise

Occascinal disagreements between the freedman and employer have arisen, growing out of misunderstanding of Contracts. Such differences when referred to this office for settlement have been in all cases amicably adjusted and to the satisfaction of all concerned. These differences mainly arise among those and between whom there exists no written agreement.

The freedmen are kept well informed of the political condition of the Country and seem to understand what is expected of them by their friends and the government.

I Am Sir
Very respectfully
Your obedient Servt
Thomas J. Rice
A.S. Asst. Comr.
