I have the honor to Report pursuant to Cir No. 6. Series of 1866 Head Qr's Asst Comr. Va for the month ending July 31st 1868 the affairs of this Division remain essentially the same as at the time of my last report. Hostility to the Colored man on the near approach of elections is more apparent or on the increase. Cases of violence & attempted coersion are frequent. And a refusal to pay the honest claims of Cold men is of daily occurrence.
