General:
In compliance with Cir. No. 6, Series of 1866, Hd Qrs Asst. Comr Va. for the month ending July 31st 1868, as follows: -

The condition of the Freedmen has not materially changed since the report for month of June, '68. But little is doing: labor is scarce; money is scarcer, and laborers are plenty. Many are employed in cultivating small tracts of land from which they hope to derive something for their winter's support, and for the present eke out a scanty living by fishing and a days labor here and there. They are all willing to work, but prefer the work should come to them.
