General:-

In compliance with Circular No. 6 from Head-Quarters Asst. Commissioner, State of Virgina, January 29 1866, I have the honor to submit the following report of the operation of the Bureau R.F. & A. Lands in the 10th Sub. Dist. of Va for the months of July 1868. 

The schools are all closed for the vacation and I am afraid that without the aid of the Bureau and of the Freedmens Aid Association of the North some of them will not be reopened, and the educational interests of the freed people will suffer, as they themselves are too poor to sustain their schools and teachers, and the corporate authorities refuse to make any provision for sustaining free schools for either race, and no such provision can be expected until some change is made
