in the form of government, I made an application to the authorities of the city of Alexandria, but it was refused on account of the great debt under which that city is laboring. The same reason is given by all the other corporate authorities, backed by the statement that the present form of civil government in the state does not anticipate nor provide for any such action.

Justice between the races is generally dispensed impartially by the authorities, and no cases have come to my knowledge during the past month, in which injustice can be shown.

There are no able-bodied freed people in this district who cannot find employment, the work in the rural districts is still heavy, and since the completion of the canal to this place, the coal business has furnished employment to large numbers of men, which will be continued as long as the weather permits the navigation of the canal.
