General: 
In compliance with Circular No 6 Series 1866, I have the honor to report. 

That Bureau Affairs have progressed without any serious opposition. The feeling between the races is rather more bitter than heretofore reported. The Whites are trying by all the means in their power to obtain the votes of the colored people against the constitution Failing to persuade them, they employ threats - such as - to turn them out of employment and houses. Politics is mostly the cause of the present bitter feeling. 

The general conduct of the
