In compliance with Circular No.6 Series 1866 Asst Commr of Virginia. I have the honor to report that the feeling existing between the whites and Freedmen of this Division is unchanged owing to the opposition to the new constitution on the part of the whites and the full Support of the Same on the part of the freedmen. They are not generally well clad but are rarely Suffering for food. The Schools are in a flourishing condition. I have observed no cases of intemperance in my division among the freedmen and think this evil is a rare one among them.
