General,
In compliance with instructions contained in Cir. No. 6 series of 1866, Hd. Qrs. Asst. Comr. Va. I have the honor to make the following report of the "Condition of Bureau Affairs" in this Division, during the month of August 1868.

The material condition of the Freed people of this Division is still without improvement, the result of causes I have already cited.

I have also found, since I have been in
this county, much dissatisfaction among the Freedpeople in regard to their marriage relations, and am
constantly receiving complaints of ill treatment, desertion, adultery and kindred evils, and asked [[strikethrough]] for [[/strikethrough]] to grant divorces &c. I am trying to remedy these complaints by invariably making them adhere to their marriage vows.
