Tappahannock, Essex Co Va. August 31, 1868.
Bvt. Brig. Genl. O. Brown,
Asst. Com'r Dist. of Va.
General:
I have the honor to make the following report in compliance with Circular No. 6. dated Hd. Drs. Asst. Com'r. Dist. of Va. Richmond Va. January 29, 1866
There is nothing of interest to report under this Circular this month the feeling of the whites towards the colored remain the same. The Patrol which I mentioned in my last report are still traveling through this Division; a colored man was brought in today by a party of them and after they arrived here procured a warrant and placed him in jail for stealing two bushels of corn and bringing it back again although his family are in a starving condition. No person will bail him out although he is willing work for any person that will hire him to pay double the damages.
