In compliance with circular No. 6, Head Qrs Asst. Comr. Dist. of Virginia, Richmond January 29th 1866, I have the honor to report, that during the past month I have visited every portion of my Dist and that I find the old prejudices are weary away and a better state of feeling between the white and colored people seems to have taken place   I have conversed freely with many citizens both white and colored and find that to a certain extent I have been successful in bringing about a reconciliation between them ie the white begin to realize the fact that the colored people have rights and the colored seem more disposed to adhere to their contracts, which will in the future I hope prevent so much litigation, but the rights of the colored people will have to be watched over for some time to come.
