In compliance with Circular No 6 Bureau R.F. and A Lands Hdqrs Asst. Commr Richmond Va. dated January 29th 1866, I have the honor to report as follows, viz:

The Courts of this Division, especially the County Court of Lexington are not too be trusted in cases between Freedmen and whites. Caesar Griffen Freedboy held to bail for "shooting with intent to kill" a white man will in my opinion receive no justice. His case has been repeatedly postponed for no apparent reason, except in the first instance, which was to give time for the students to go home for vacation so as not to have any trouble with them during the trial. In the meanwhile Caesar is kept in Lexington under bonds unable to obtain work and anxious for trial. The white man whom he shot at was scarcily touched the ball having only cut the skin of his breast bone. Having been present at the Examining Court, I am prepared to state that by the evidence there adduced it was clearly
