In compliance with Circular No 6 Series of 1866 Hd Qus Asst Comr. Va I have the honor to report that the state of feeling existing between the whites and blacks remains the same as reported on the 31st of July.  The political excitement has mosly [mostly] all died away owing to the unfavorable prospects of an election in the state.  The colored men are sanguine of success whenever an election may be ordered and all their votes will be cast for men that are loyal to the government of the US. There has been very little crime perpetrated in my Division during the month and the opinion is that it is gradually diminishing. An intoxicated negro is seldom seen
