In compliance with Circular No. 6 Series of 1866, I have the honor of to report the condition of Bureau affairs in First Division of 9' Sub District for August 1868, as in an improved condition.

The Freedpeople have been employed at fair wages constantly and with the exception of some very old people no applications for relief were made to this office. During the latter part of the month a large number of complaints were made to the effect that employers failed to make payments for labor - as agreed upon - at the expiration of the time for which the Freedmen are employed- A majority of those claims where the debtors have been applied to through
