In compliance with Circular No 6 series 1866 I have the honor to report that the same intolerance is manifested as before reported towards both the Freedmen and the loyal white Citizens The later meet with every little annoyance from these ex Rebels that can be concocted and if they (the loyal citizens) take their trouble into the courts as now constituted they are sure of defeat The only hope these citizens have is that the courts can be reconstructed and loyal persons substituted for the present occupants

The Freedmen are working faithfully but under great embarrassments the long continued drought in this vicinity has damaged the crops so that very small crops will be gathered

Nearly all of the school houses are being 
repaired preparitory for the commencement of the fall term.

The Freedmen are more generally buying land and becoming more settled and do not evince that desire to roam about from place to place as they did
