General:
I have the honor (in accordance with Cir. No. 6, Series 1866) to report that the condition of "Bureau Affairs" is more encouraging than at the date of my last report. Notwithstanding the feeling is perhaps worse than at any time during my stay here, we have managed to advance our work without much difficulty.

The late rains have made a decided improvement in the appearance of the crops - and all look forward with hope revived to a bountiful supply. There is much want and suffering among the poor, but I trust there will be found some way by which they may be relieved until the new crop is gathered, and fit for use. 

The freedmen have worked generally very faithful, and have deported themselves in a proper manner; and it affords me great pleasure to say that their moral condition is much better than when I came to labor among them.

The "state of feeling is very bad, I think much worse than I have ever seen here - it shows itself in acts of cruelty and violence. In many
