In compliance with Cir. No. 6. series of 1866. I have the honor to report

In compliance with S.O. No 102. C.S. I established my head Quarters at Lunenburg Court House on the 26th inst. and reported for orders.  The freedpeople appear to be generally employed and industrious

About one third rent land and crop for themselves and are doing well.  Most of those who work by the day or the month for wages get along comfortably while a few do poorly.  The crops promise a sufficient supply of food
