General.
I have the honor to make the following report for the month of August 1868 in compliance with Circular No 6. dated Hd. Qrs. Asst Commr Bureau R.F. and A.L. State of Virginia Richmond Va. Jan 29th 1868: 

There is no marked change to be observed in the feeling existing between the whites and blacks from what it was when I last reported. It continues to be unfortunate for the latter class and effects all their chances for improvement and elevation. Arising both from a jealous selfishness on the one hand and a universal dislike for the race on the other, no one dares break through the thraldom of public opinion and adopt practical measures for their alleviation. Everything of this character being so nearly allied to Republicanism and yankee institutions that one becomes a "scallawag" who attempts it. 

Were the labors of the Bureau the work only of volunteer movements nothing comparatively would be accomplished; but; being a government
