General,
In obedience to the requirements of
Circular No 6 series of 1866 Hd Qrs Asst Comr State of Va. I have the honor to report that a good many complaints have, during the last month, been lodged at this office by Freedmen who have been turned off and discharged where they were working, in most instances, for shares of the crops. This same thing has occurred to a greater or less extent each season about this same time of year. The crops are made and by the hiring of a little day labor they can be saved, hence it is that the employers upon some pretext or other turn off the hands who have worked & made the crop, and cheat them if possible out of their part of it. Complaints of this character are not a few. The local magistrates pay
