I have the honor to submit the following Report on the condition of Bureau Affairs and Temperance for the month of August 1868.

Very little has transpired during the month demanding notice. A few cases have occurred where freedmen have been ordered off from the lands they have rented, now that the crops are pretty much worked; but in no case have the efforts to drive them away been successful. 

The better class of farmers sustain me in my determination to prevent any such outrage from being committed. The plan usually resorted to is for the land-owners to get up a controversy with the freedmen on some pretext or other, and then order them to leave. A mild but firm course in these
